VC2014: Attribute can't set an undeclared parameter

Attributes on a block only set parameters that are declared with <parameter>. This name is used in the block (by data-parameter, say) but not declared, so the attribute becomes a plain HTML attribute instead.

How to fix

Pass it as a child element: <parameter name="heading">...</parameter>. Or declare the parameter in the block.
